Yes, it's a poly twill. So, no, it doesn't feel like cotton. But, yes, it does shed wrinkles like nobody's business and the pleats stay put w/o any ironing at all. Looks like new straight out of the dryer.
No, it doesn't have an adjustable waist (nor does it state that it does). Instead it has an elastic back waist(exactly as pictured). I wouldn't say it runs slim by any stretch, but it fit my average size 4 daughter perfectly fine.
It's nothing spectacular (hence, 4 rather than 5 stars), but it serves its' purpose EXACTLY as described just fine.
This skirts fits perfectly my 4year old and it's not too long which I loveIt's very durable and easy to wash.
